Grant Advice is Only as Good as the Knowledge Behind It

As faithful readers know, in my other life I’m a graduate student in English Literature at the University of Arizona. A few weeks ago, first years were required to attend a brief seminar on grant writing, which amused me given GWC’s low opinion of training sessions, courses, and the like. Isaac is fond of telling a story about his first encounter with one: he was younger than I am and began a two-day grant training session. It started with the instructor writing the 5Ws and the H on a board, at which point Isaac realized they were really teaching journalism and that grant writing similar to writing feature stories, which he already knew how to do. He got up and left.

I didn’t have the same reaction Isaac did, largely because I was required to attend.

The seminar’s major problem was its vagueness. We like to call this “hand waving” or “donut eating.” Grant writing advice of any sort is only as good as the details contained within it—saying there is “money available” is not nearly as helpful as saying the Department of Education issued an RFP on September 3rd with a deadline of October 15th and eligibility requirements x, y, and z. The more general you are in grant writing, the less useful the advice is. That’s why this blog works toward specificity: by citing real RFPs, real problems we’ve encountered, real issues with examples backing them, and the like, we aim to show what struggling with the grant beat truly entails. It’s also why our grant newsletter only contains only live RFPs with actual deadlines; we don’t want to say “the money is out there,” as if describing UFOs—we want to provide a concrete map to the money. Our advertising slogan for years has been, “We know where the money is,” and we strive to live up to it. Until you struggle with an actual RFP—or finding one—you’ll know little if anything about what grant writing is. For someone who had never heard the term “grants” or “grant writing” before might have found it useful, much like a person who’d never seen a large body of water might find it useful to stand it a pool before learning how to swim. But for almost anyone else, the seminar’s content wasn’t optimally useful because so much was conducted via hand-waving, and the leader—I’ll call her “Linda” because I can’t remember her name—said a variety of things that were vaguely correct, but lacked detail:

* Elections affect grants and grant making. Although elections have some effect on the distribution of money in terms of funding priorities, elections have made relatively little difference in the amount of money distributed, which seems to go perpetually up, and in the actual programs used as distribution vehicles. Some programs will become zombies and some phoenixes, as discussed in this post. But politics won’t change grant funds that much for public and nonprofit agencies, and politics will affect graduate students even less. (Politics and its tenuous connection to the grant world will be discussed in a future post.)

* Conflating grants, contracts, and fellowships. The first two are similar and have a fuzzy border but shouldn’t be used identically. Human service delivery grants are usually made to nonprofit and public agencies to solve some perceived social problem. RFPs for grant programs usually give general guidance, about what to do but don’t offer specific metrics, as the applicant should substantively design the program and state how they’d approach the problem and their own measurements. It’s usually not performance-based and will essentially say, “Tell us how you will decrease the rate of heart disease and diabetes in the target population,” for example.

In contrast, contracts are usually offered by public agencies on what is more or less a vendor/vendee relationship. You could have a contract for providing toilet seats or substance abuse treatment slots, and the metrics for a contract are usually specific, defined, and fixed. You’ll deliver X units of something per month, and you’ll be paid on a capitated (per head), per day or per service unit delivered. For example, a nonprofit agency might agree to provide job training and receive $1,000 per person in training per week. A childcare provider might have 50 slots and receive $50/day per slot filled.

Finally, fellowships are usually given to individuals or occasionally small groups to perform some kind of specific research or do some kind of specific thing. They’re a subset of grants, and we discuss an example of a fellowship program below.

* We were advised to “value the process” of finding a grant. While I’m not entirely sure what that means, I’ll go ahead and disagree with it anyway because the process is a means to the end. You need to value the outcome. The process of applying for a grant can’t be neglected, but it’s less important to do the process well than it is to, say, turn in the application on time.

* Paying close attention to reviewer feedback. This issue should be very familiar to faithful readers. To quote one of Isaac’s recent posts:

The primary reason for not taking reviewer comments seriously is the nature of the people reviewing it. Any proposal is read at a point in time by a set of reviewers, who are likely reading other proposals submitted for the same competition and may or may not be interested in the task at hand. For example, if the proposal is read by five peer reviewers brought to D.C. by DHHS, one may be hung over from bar hopping the night before in Georgetown, one may be anxious to meet their Aunt Martha for dinner, a third may be itching to get to the Air and Space Museum before it closes, and two might be vaguely interested in the review process. And, of the last two, one may have gotten a speeding ticket in your jurisdiction 20 years ago and hates the city.

The same applies to graduate students or anyone else engaging in grant writing.

* Make the grant be whatever you want. Although you shouldn’t apply for grants of any sort you have no intention of running, you should still stretch your program concept to fit guidelines to the extent you can, as we discuss in Surfing the Grant Waves: How to Deal with Social and Funding Wind Shifts:

If you were a suburban school district trying to fund, say, an art programs, and you read the Federal Register, you might’ve noticed new funding or shifts in emphasis. You could’ve combined your art program with nominal academic support, thus widening your program focus enough to make a plausible applicant for the 21st CCLC program and thus getting the money to carry out your central purpose: art.

* Failure to customize applications. Linda emphasized several points that were completely correct: one must pay attention to rules, guidelines, and requirements for a particular program, whether government or foundation. With the latter, a blanket pitch to foundations is most likely to result in total rejection; each foundation has its own persnickety needs and requirements, and anything sent to a particular foundation should be customized to those requirements. As a result, you’re better off sending a small number of applications to a limited number of foundations and making sure those applications follow the foundation’s guidelines precisely. This is a corollary of another thing Linda said, which is that one should seek good matches in funding. Come to think of it, this is also a pretty good rule for dating.

* The difference between the grant and real worlds. Just as you should stretch ideas to fit program guidelines, you should also realize that the grant world and real world aren’t necessarily the same things. We discuss the issue in Studying Programs is Hard to Do: Why It’s Difficult to Write a Compelling Evaluation and Know Your Charettes!. As Linda said, programs like the Jacob K. Javits Fellowship Program are supposed to help you finish school faster because you have money and thus should be able to focus on your work. But the reality is that many recipients finish their Ph.Ds. slower because they don’t have a financial ax looming over their neck. This is the kind of reality you shouldn’t mention in your application, because you’re building an argument that needs to agree with the premise of the program, even if everyone knows what really tends to happen.

* Persistence. As Isaac often tells prospective clients, he’s a grant writer and not a fortune teller and thus doesn’t know whether any particular agency will be funded for a particular grant because too many factors outside the applicant’s control can change whether a grant is funded or not. The best one can do is turn in a complete and technically accurate proposal and hope for the best. That’s true of any individual proposal. Nonetheless, over the long term, the organizations that get funded are the persistent ones that never give up and continually refine their approach and work to improve their grant writing skills. The same is true of graduate students and individuals. As Randy Pausch says in The Last Lecture, barriers and walls are there to show how badly you want something. It’s true of grant writing, job searching, novel publishing, date finding, and a variety of other complex undertakings with multiple interlocking parts based on imperfect knowledge and equally imperfect judgment.

Now, it’s true that the seminar might have been helpful for someone who’d never heard the term “grant” or “fellowship” and had never even thought about the issue. But even so, it wasn’t maximally helpful. Had Linda been more knowledgeable about particular grant programs graduate students in English are eligible to apply for, it could have been better. If she’d had a potential program most of us were eligible for, she could have assigned all of us to prepare application packages. Now that would be useful. Part of the problem is that very few programs exist for graduate students who aren’t writing their dissertation: as a result, graduate students might spend too much time searching for opportunities that don’t exist. One program that does, for example, is the aforementioned Jacob K. Javits Fellowship Program. It’s only available for first-year students, however, and the deadline for it has already passed, which is a good metaphor for the seminar’s overall utility.

November Links: Myths, Housing, and More

* The New Republic has an article based on a Brookings Institute piece that deconstructs the small-town USA mythology regularly propagated in proposals:

But the idea that we are a nation of small towns is fundamentally incorrect. The real America isn’t found in cities or suburbs or small towns, but in the metropolitan areas or “metros” that bring all these places into economic and social union.

Think of this as a prelude to an eventual post on the subject of grantwriter as mythmaker. And if you’re interested in myth as a broader subject, see Joseph Campbell’s Myths to Live By. He’s the same guy who wrote Hero With a Thousand Faces, the book that, most famously, provided the outline for Star Wars.

* The New Yorker asks, “Why do so many evangelical teen-agers become pregnant?” Like some of the data discussed in our post on the Community-Based Abstinence Education Program, the article has problems of its own, including drawing conclusions that might be based on faulty data, but it nonetheless illustrates many of the issues at stake.

* The reason we can’t build affordable housing is chiefly structural, according to an article that also gives a recent history of industrial housing design:

What’s driving the high cost of houses today is not increased construction costs or higher profits (the Levitts made $1,000 on the sale of each house), but the cost of serviced land, which is much greater than in 1951. There are two reasons for this increase. The first is Proposition 13, the 1978 California ballot initiative that required local governments to reduce property taxes and limit future increases, and sparked similar taxpayer- driven initiatives in other states. Henceforth, municipalities were unable to finance the up- front costs of infrastructure in new communities, as they had previously done, and instead required developers to pay for roads and sewers, and often for parks and other public amenities as well. These costs were passed on to home buyers, drastically increasing the selling price of a house.

The other reason that serviced lots cost more is that there are fewer of them than the market demands. This is a result of widespread resistance to growth, the infamous not-in-my-backyard phenomenon, which is strongest in the Northeast, California, and the Northwest. Communities in growing metropolitan areas contend with increased urbanization, encroachment on open space, more neighbors, more traffic, and more school- age children.

Compare this to Virginia Postrel’s A Tale of Two Town Homes.

* We’ve written before about modern problems with bureaucrats. Such problems are hardly new: in the preface to The Scarlet Letter Nathaniel Hawthorne writes:

Suffice it here to say, that a Custom-House officer, of long continuance, can hardly be a very praiseworthy or respectable personage, for many reasons; one of them, the tenure by which he holds his situation, and another, the very nature of his business, which—though, I trust, an honest one—is of such a sort that he does not share in the united effort of mankind.

The oddest thing about the novel is how modern it seems in the subjects it treats and the way it portrays the subjectivity of its characters. The writing marks it from the 19th century, but in many other ways it is not.

* Mackerel Economics in Prison Leads to Appreciation for Oily Fillets from the Wall Street Journal has been making the blog rounds for good reason: it’s hilarious (“Elsewhere in the West, prisoners use PowerBars or cans of tuna, says Ed Bales, a consultant who advises people who are headed to prison.”) and insightful (using the specific example of prisons to demonstrate larger truths about the necessity of currency in virtually any non-hunter-gatherer culture). And how long have there been consultants who advise future prisoners?

* Speaking of the Wall Street Journal, it also published Giving Till It Works about “capitalistic philanthropy.” We’ve mentioned the issue with regard to Creative Capitalism, discussed tangent issues in Why Do People Give? And Other Unanswerable Questions, and brought up incentive problems in Foundations and the Future.

* Why is Mt. Denali in Alaska technically named McKinley by the federal government? I never thought I would care about the answer, either, but it sheds a great deal of light on politics, bureaucrats, history, culture, randomness, and infighting, as described by the Agitator.

* The New York Times reports on school reform efforts without discussing the enormous costs of some reforms, or the inherent scaling problems most such programs have had—just because a program with a small, extremely dedicated core of individuals manages to, for example, raise student achievement, that doesn’t mean that a larger program with less dedicated and less qualified staff do. Those two persistent issues have bedeviled attempts at reform, and there is no obvious way around them. Nonetheless, it’s still a positive sign that the issues are being more seriously discussed.

* Speaking of the New York Times, schools, and language, this could have come from a proposal:

The Equity Project Charter School (TEP) will open in September 2009 in Manhattan’s Washington Heights community, and it will aim to enroll middle school students at risk of academic failure. Students with the lowest test scores will be given admissions priority. In order to recruit the country’s top teachers to work with these at-risk students, the school’s founding principal will cut administrative costs and put a higher percentage of the school’s public funding into teacher salaries.

Notice the euphemistic “at risk of academic failure,” the choice to use the “most-in-need” model rather than the “most-likely-to-be-helped” model,” and the term “at-risk students” used again in the second sentence.

What to do When You Still Must Fight Through a Poorly Organized RFP: Part II of a Case Study On the Community-Based Abstinence Education Program RFP

This is the second of two posts; the first appears here.

In addition to being unsupported by the research demanded by the program, as described in this post, the Community-Based Abstinence Education Program (CBAE) RFP is also poorly organized. It separates concepts and ideas that belong together for no apparent reason. This is most evident in its pursuit of the “A – H criteria” on page 2, the evaluation criteria on pages 5 – 8, and the “13 themes” on page 11. Each corresponds to parts of what appear to be the narrative on pages 52, 51, and 52, respectively. This raises the obvious question of why the RFP writers didn’t simply integrate the A – H, evaluation, and 13 themes criteria in a single spot, rather than referring endlessly back and forth between them. In addition, since the evaluation section on pages 5 – 8 tells you what you have to do for an evaluation, it might’ve been wise to just tell the applicant how to run the evaluation, rather than have the applicant pretend they’re going to design their own evaluation.

Still, this raises another important grant writing point, which is that you should, whenever possible, take elements from the RFP and regurgitate them in your proposal, like a mother bird vomiting up dinner for her young. The easiest way to conform to the RFP and program requirements is to do exactly what the requirements tell you to do in language that mirrors but does not copy the RFP. Page 7 of CBAE says:

In addition, successful applicants will be required to administer a 10-item survey to all participants as a pre-test and post-test when appropriate (e.g., when students are participating in a curriculum- based program). They will also be required to administer a post-post test to a representative sample of participants six months and/or 12 months after completion of the abstinence education program.

Such a passage can be easily rewritten as part of the evaluation section, and it’s an easy way to gain points. When RFPs give you lemons, make lemonade, and this RFP certainly gives a lot of lemons.

Notice, however, that three paragraphs above I said “what appears to be the narrative.” That’s because two sections of the RFP could arguably be the narrative: one that starts on page 41 under the header “Part II GENERAL INSTRUCTIONS FOR PREPARING A FULL PROJECT DESCRIPTION,” and another that starts on page 48 under “EVALUATION CRITERIA.” But the one that says evaluation criteria doesn’t refer to the evaluation you’re going to run—it refers instead to how the funding agency is going to decide whether you should be funded. In other, recursive, words, they’re going to use their evaluation criteria to evaluate your evaluation criteria. Simple, right? Welcome to grant writing.

The question for the grant writer is how to choose whether to write to the narrative directions on page 41 or page 48. When in doubt, try to mimic as closely as possible whatever checklist the reviewers will use. That makes it easy for them to see that you’ve hit all the elements, and it’s more important to hit the right elements, even poorly, than hit the wrong elements well. This is another RFP trap, and a variation on some of the traps described in the linked post; I’d also bet it was constructed using the methods described in Inside the Sausage Factory and how the RFP Process leads to Confused Grant Writers.

The CBAE RFP has other traps:

*The required abstract has directions placed randomly on page 24. Miss those and your application could be thrown out. Why don’t they put the instructions with the rest of the narrative instruction? Beats me.

* Another items problem that isn’t a trap, exactly, but worth observing, is that ACF has apparently realized the drawbacks Isaac enumerated about Grants.gov. Page 28 says: “Applicants may submit their applications in electronic format through www.grants.gov (see Electronic Submission section) and/or in hard copy (see Section IV.3).”

* If those weren’t enough, the RFP also implies on page 5 one potential ordering for the evaluation. But it implies another on page 43, under the “General Instructions for Preparing a Full Project Description.” Yet page 28 says one should “[a]rrange all materials in the order listed in the Application Content section above.” Above, on page 25, we find yet another potential way of ordering the evaluation. We didn’t figure this out from the RFP, though—we called ACF to ask about the section order and a staffer tell us that our responses to the evaluation criteria in the RFP could go in any order. This alleviated the problem of the order in the narrative section, which originally asked for the needs assessment, then the evaluation, then the approach, otherwise known as “what you’ll do.” But how are you supposed to describe how you’re going to conduct the evaluation if you haven’t described what you’re going to evaluate? Not clearly, anyway. The mixed up order is yet another example of the carelessness of whoever wrote this RFP.

Finally, the header that appears on page 10 says: “Successful Abstinence Education Curriculum.” This is another ironic title, since the RFP is filled with references to trying to evaluate the effectiveness of the program. Yet the header presumes that abstinence education will be successful, and the content it lists shows what elements have to be included. But if we don’t know whether programs with these elements work, how can we know that it will be successful? The answer is, of course, that we can’t. Isaac wrote in Self-Efficacy—Oops, There Goes Another Rubber Tree Plant about “those districts have ironically named “successful school guides” even as their students fail almost every ability test imaginable.” The same concept applies here: the RFP defines what kind of abstinence education will be “successful,” then tells you what to do, then expects you to tell them what you’re going to do, and then expects all this to be evaluated to figure out whether it’s successful. Follow all that? Neither do I, and I just wrote it. No wonder the bureaucrats who prepared this RFP confused themselves and applicants.

The organization of this RFP might be an example of the frustrations that come from abstinence—it’s a case of mental masturbation. The writers probably thought about a joke regarding masturbation from Woody Allen’s Annie Hall: at least it’s sex with someone I love.

EDIT, August 2012: In “Parents Just Don’t Understand: A sociologist says American moms and dads are in denial about their kids’ sexual lives,” Sinikka Elliott argues about comprehensive sex education and abstinence education:

One side is saying, ”Well, they need to abstain. That’s a surefire way that they’re gonna be safe,” and the other side is saying, “They’re not gonna abstain and so they need contraceptive information.” They were basing their argument on the same things: the teen pregnancy rates, the STI rates.

Neither focuses much on pleasure, as Elliott points out.


Perhaps the most hilarious thing about the CBAE RFP is how long virginity has been ineffectively pitched in Western society. Foucault and Barzun show that in part, and now Orwell does too in his Essays, this one dating from 1947:

We shall never be able to stamp out syphilis and gonorrhea until the stigma of sinfulness is removed from them. When full conscription was introduced in the 1914 – 1918 war it was discovered, if I remember rightly, that nearly half the population suffered from some form of venereal disease, and this frightened the authorities into taking a few precautions […]

You can’t deal with these diseases so long as they are thought of as visitations from God, in a totally different category from all other diseases […] And it is humbug to say that “clean living is the only remedy.” You are bound to have promiscuity and prostitution in a society like ours, where people mature sexually at about fifteen and are discouraged from marrying till they are in their twenties […] (1217-8).

The purpose in observing this is not to endorse Orwell’s perspective, but to point out, as Isaac often does, that the kind of debates that spur RFPs and social policy and all the rest are very seldom new ones, and the various remedies offered are equally ancient.

What to do When Research Indicates Your Approach is Unlikely to Succeed: Part I of a Case Study on the Community-Based Abstinence Education Program RFP

The Community Based Abstinence Education Program (CBAE) from the Administration on Children, Youth and Families is a complicated, confusing, and poorly designed RFP based on suspect premises. That makes it an excellent case study in how to deal with a variety of grant writing problems that relate to research, RFP construction, and your responses.

CBAE is simple: you’re supposed to provide abstinence and only abstinence education to teenagers. That means no talk about condoms and birth control being options. In some ways, CBAE is a counterpoint to the Title X Family Planning funding, which chiefly goes to safe-sex education and materials rather than abstinence education. Its premise is equally simple: if you’re going to have sex, use condoms and birth control. Congress chooses to fund both.

Were I more audacious regarding CBAE proposals, I’d have used George Orwell’s 1984 as a template for the programs, since almost everyone in the novel conforms to the numbing will of an all-powerful state and many belong to the “Junior Anti-Sex League,” complete with scarlet sashes. I hope someone turned in a CBAE application proposing scarlet sashes for all participants.

More on point, however, page two of the RFP says:

Pursuant to Section 510(b)(2) of Title V of the Social Security Act, the term “abstinence education,” for purposes of this program means an educational or motivational program that: […]

(B) Teaches abstinence from sexual activity outside marriage as the expected standard for all school age children

Who is enforcing this “expected standard?” Society in general? A particular person in society? But it gets better:

(D) Teaches that a mutually faithful monogamous relationship in the context of marriage is the expected standard of human sexual activity;

This requirement ignores decades of anthropological research into indigenous societies as well as plenty of research into our own society, which Mary Roach described in Bonk, Alfred Kinsey described using imperfect methods in his famous but flawed research in the 50’s, and that Foucault described in his History of Sexuality. It also ignores the sexuality of other cultures and even our own, as discussed in books like Conceiving Sexuality: Approaches to Sex Research in a Postmodern World, or, better yet, Culture, Society and Sexuality: A Reader, which describes the way societies and others build a social model of sex. Through the CBAE program, Congress is building one such model by asserting it is true and using “expected standard” language, without saying who is the “expecting” person or what is the “expecting” body. It’s an example of what Roger Shuy calls in Bureaucratic Language in Government and Business a term that “seems to be evasive,” as when insiders “use language to camouflage their message deliberately, particularly when trying to avoid saying something unpleasant or uncomfortable.” In this case, the evasion is the person upholding the supposed standard.

Furthermore, the abstinence conclusion isn’t well supported by the research that does exist, including research from previous years of the program, which is at best inconclusive. A Government Accountability Office report (warning: .pdf file) says things like, “While the extent to which federally funded abstinence-until-marriage education materials are inaccurate is not known, in the course of their reviews OPA [Office of Population Affairs] and some states reported that they have found inaccuracies in abstinence-until-marriage education materials. For example, one state official described an instance in which abstinence-until-marriage materials incorrectly suggested that HIV can pass through condoms because the latex used in condoms is porous.”

The one comprehensive study that has been conducted by a nonpartisan firm is called “Impacts of Four Title V, Section 510 Abstinence Education Programs” by Mathematica Public Research, which was spun off from the guys who brought us the Mathematica software. The study was prepared for DHHS itself, and it says such encouraging things as, “Findings indicate that youth in the program group were no more likely than control group youth to have abstained from sex and, among those who reported having had sex, they had similar numbers of sexual partners and had initiated sex at the same mean age.” The programs it studied are based around the same methods that the CBAE demands organizations use, all of which boil down to inculcating a culture of fear of sex outside of marriage. The social stigma the program recommends is based around STDs and whether you’ll get into college (although an editorial in the L.A. Times argues otherwise), and, to a lesser extent, altering peer norms. Still, even in Puritan times this was not entirely effective, as Bundling by Henry Stiles explains. The practice meant sleeping in the same bed with one’s clothes on, as a solution to the problems of inadequate heat and space. But, as Jacques Barzun says in From Dawn To Decadence: 500 Years of Western Cultural Life, “Experience showed the difficulty of restraint and […] the rule was made absolute that pregnancy after bundling imposed marriage […] So frequent was this occurrence that the church records repeatedly show the abbreviation FBM—fornication before marriage.”

There are counter-studies that purport to show abstinence education as effective, like this one from a crew that, not surprisingly, is selling abstinence education materials. But it, like most others, has little bon mots amid its intimidating numbers and verbose language like, “In addition, the high attrition rate limits our ability to generalize the findings to a higher-risk population” (strangely enough, the .pdf file is set to disallow copying and pasting, perhaps to discourage irate bloggers like myself). But the study doesn’t list the attrition rate, making it impossible to tell how severe the problem is. In addition, even if it did, the population selected might also suffer from cherry picking problems of various kinds: that is to say, organizations are more likely to serve the participants who are most likely to be receptive to services and, concomitantly, less likely to do things like have early sex. This is an easy and tempting way to make a program look good: only let the kids in who are likely to benefit. And it’s a hard problem to tease out in studies.

So be wary of dueling studies: if you don’t read these carefully, it’s easy to accept their validity, and even if you do read them carefully, it’s easy to nitpick. This is why peer review is so helpful in science and also part of the reason evaluations are so difficult. Furthermore, many of the studies, including Heritage’s, come from biased sources, a problem Megan McArdle writes about extensively in a non-abstinence-related context. (See her follow-up here). Most of you justifiably haven’t followed the blizzard of links I put up earlier or read the books I cited for good reason: who has the time to sift through all this stuff? No one, and even pseudoscience combined with anecdote like this article in New York Magazine has an opinion (hint: be wary of anyone whose title has the word “evolutionary” in it).

Given this research, which is hard to miss once you begin searching for information about the efficacy of abstinence instruction, how is a grant writer to create a logic model that, as page 44 says, should list “[a]ssumptions (e.g., beliefs about how the program will work and is supporting resources. Assumptions should be based on research, best practices, and experience)”? (emphasis added).

Two words: ignore research. And by “ignore research,” I mean any research that doesn’t support the assumptions underlying the RFP. If you want to be funded, you simply have to pretend “Impacts of Four Title V, Section 510 Abstinence Education Programs” or the GAO study don’t exist, and your proposal should be consistent with what the RFP claims, even if it’s wrong. This is, I suspect, one of the hardest things for novice grant writers to accept, which is that you’re not trying to be right in the sense of the scientific method of discerning the natural world through experimentation. You’re trying to be right in the Willie Stark sense of playing the game for the money. No matter how tempting it is to cite accurate research that contradicts the program, don’t, unless it’s to knock the research.

Remember too that the grant writer is to some extent also a mythmaker, which is a subject Isaac will address more fully in a future post. The vital thing to consider is that the mythology you need to create isn’t always the same as the reality on the ground. As in politics, the way events are portrayed are often different than how they actually are. David Broder wrote an article on the subject of inventing political narratives, which occasionally match reality; your job as a grant writer is inventing grant narratives. We hope these match reality more often than not. Sometimes the myth doesn’t, as in this application, and when that happens, you’re obligated to conform to the RFP’s mythology, even if it isn’t your own.

Guest Post: Inside the Sausage Factory and how the RFP Process leads to Confused Grant Writers

Today’s guest post comes from an email sent by someone with broad experience in the grant world who prefers to remain anonymous—like many of our correspondents. In this respect we’re a bit like CIA officers running spy networks; unlike CIA agents, however, we have never been offered a “honey trap.”  Our guest writer is speculating about one RFP, which has to remain nameless, and how it demonstrates the way the drafting process used to construct RFPs can contribute to an unpalatable final product.

Grant writers, like lawyers, must be able to understand writing that simultaneously tries to eliminate ambiguity while conveying all the information necessary for an applicant to understand the program. These conflicting forces can cause the problems described here and elsewhere.


Here’s what I think about how one RFP was constructed.

I know the Director of the agency in question personally. He is knowledgeable and brilliant in many ways, but not terribly good at verbal communication. He states what he wants somewhat awkwardly, even when he’s totally right. The process starts with him. He calls in his assistant, or whoever is in charge of putting an RFP together, and tells her what he wants. She gets most of it right and converts it into RFP legal-sounding gobbledegook. He can read RFP legal sounding gobbledegook, so he passes on it, probably more quickly than he should because he has a lot on his plate.

What she writes then gets passed along to various branch administrators for their comments and suggestions. They think about legal stuff and mostly about details that have to be completed if the contractor will be acceptable. They include things that are not relevant to the actual work but which make their effort to judge the proposal easier…like being sure that the contractor puts tabs on each section (numbered 1.1.1, 1.1.2, etc.) and having the contractor sign a form indicating that his company has the proper insurance and that it lists its overhead rates. Since travel expense is involved, they have the contractor price the trips but are careful not to explain what the state’s car mileage rates are or what is allowed for hotels and meals. Let them try to guess, or plow through the state rates, if they exist, on the Internet. Throw in some language that says that each 1.1.2 section etc. is totally self contained.

That is, forbid the contractor from saying things like “see section 1.1.1 for this information.” [Jake’s note: see my advice in Further Information Regarding the Department of Redundancy Department.] And give them firm warnings or threats. Say that otherwise the proposal will be disqualified. Include expressions like “submit one original and four copies” even though all copies look (and are) original in the electronic world. For the deadline, put in that the proposal has to be “on the desk of X person by 2 p.m. May 15th” but give only a post office box as the address, making the contractor hope that the people at the PO box will be able to find X person’s desk on time.

And don’t give even a small hint about how much money is allowed for the proposal. Make them guess how much we have available. The most frustrating part is that the RFP doesn’t say how the computer generated paragraphs which are assembled into letters will get rewritten. Having already gone through this with another agency, we know what a huge task this is. We can say what’s wrong with a sample of the paragraphs and letters but our hands are tied about how they get revised and assembled.

The Director wants to have his staff be able to rewrite the computer generated letters we are to assess so he tells his assistant as much. She may not be used to this approach so she writes stuff that is rather unclear about what they want. Are we to do any teaching to accomplish this? I guess not, since we think the RFP says our work is to train the trainers how to teach the staff to write clearly, but it is not all that clear who we are to train.

Experience tells us that the folks there need more than a little information if they are to revise their current training programs. The training materials we’ve seen deal mostly with grammar and usage but we know they need much, much more. We have to hope that the examples we provide will be able to be translated into teaching materials. It would be easier to do the training ourselves but we apparently won’t be allowed to do this.

We conclude that the best we can do is to outline the kinds of problems extant paragraphs and letters contain, then construct a process for their ultimate revision by someone unknown to us, who then assembles them into actual letters. We are to help prepare such people, not knowing exactly who we’re to help. So we’ll build an outline about what the department might do, if it has staff and technical capability to do it.

There’s more, of course, but that should exemplify our frustration a bit. So we propose, duck, and hope for the best. Maybe the best would be that they reject our proposal. That would be okay with us. But we sincerely want to help the Director and help our state as well.


Isaac has experienced similar processes in working for and talking to agencies/organizations that issue RFPs. This death-by-committee effect isn’t unique to grant writing, but the combination of fear, pompousness, uncertainty, certitude and the like seems to lead to the production of especially unpalatable RFPs, and the nature of bureaucracies make potential reforms difficult to implement. In addition, RFP writers seldom have to respond to the RFPs they produce, or any other RFPs for that matter, and thus don’t understand the kinds of problems we describe. In the fifteen years Seliger + Associates has been in business, we’ve written numerous proposals across a broad array of subjects and have never been contacted by an issuing organization to ask how their RFPs might be improved. They don’t have to, of course, since as noted in “Foundations and the Future” and “Studio Executives, Starlets, and Funding,” he who has the gold makes the rules.

“Too many cooks spoil the broth,” as the cliché goes. Writing done by committee usually comes out about as well as mass-produced food: serviceable at best, with the character of no character, and more commonly inedible. As the grant writer, it’s your job to deal with this output as best you can, and if you understand why RFPs are so hard to read and filled with repetition and other problems, you’ll be better equipped to deal with them.

Juggling Rules and Principles In Running Grant Programs

Grant programs are not based solely around rules (e.g. you must do this, you must not do that) or around guiding principles (e.g. you’re to help the medically indigent achieve better access to healthcare). Neither approach is absolutely correct, and preferences for each tend to go in cycles, like those of leniency and harshness in criminal justice. The question is which you should adhere to, and the more general answer is: rules when you write the proposal, principles when you run a program.

This post again gets at some of the ideas behind the trade-offs inherent in running grant-funded programs, as I discussed in More on Charities and alluded to in Foundations and the Future. Isaac dealt with part of the issue last week, in It’s a Grant, Not a Gift: A Primer on Grants Management, which discusses the absolute rules of budgets. Within those rules, however, there is room for interpretation: how much of the budget travel should be allocated in travel costs, and how much within that should be dedicated to local travel, for example? Renting a Ferrari for the Program Manager probably won’t cut it, but a reasonable mileage reimbursement rate for an appropriate number of miles, given the size of the service area, probably will. If you reshuffle your budget categories by under 10% of the total budget, your Program Officer likely won’t care, but if you decide after the fact to charge 90% of the Executive Director’s time to the project and you’re audited, the auditors very much will care.

One can see the specific issues between rules and principles in novels, as when a character in Orhan Pamuk’s My Name is Red says, “Now that I’ve reached this age, I know that true respect arises not from the heart, but from discrete rules and deference.” The problem is that strict adherence to the rules of governing a particular grant program might actually result in inferior service: you can blindly continue an activity that is ineffective or, perhaps worse, run a program with a flawed project concept. Too strict adherence to principles can cause a different set of problems: they might be the wrong principles, or, worse, the unintended use of grant funds might constitute fraud.

The easy answer is, “find a happy medium,” which isn’t of much practical use when deciding what programs to apply for and how to fund an organization. The tension between rules and principles will probably always exist, like the tension between the orthodoxy of a movement and the reformers of a movement will always exist, regardless of the movement. In The Name of the Rose, much of the conflict revolves around schisms between ecclesiastical orders that question whether or not it is right to live in poverty. This, incidentally, is similar to questions of whether nonprofits should use more of their funds for direct services at the expense of making it easier to, say, attract good people, or whether they should allocate more to administrative expenses as a way to provide better services. Rules might dictate this—or principles. Regardless of which does, those who seek simple solutions to complex problems are often wrong and often have little sense of history between the complex problems in the first place. Both the movement toward rules and toward principles can be a good thing. Too many rules are stifling, and principles that are too general can lead to abuse.

So what should you do, the person who actually runs grant programs? Should you follow what seems best regardless of rules or adhere strictly to what a program orders you to do? There is no answer—there are only particular situations that might arise as a consequence of applying to some programs rather than others, but if you have some idea of the trade-offs involved, you’re going to be better equipped to understand the issues before you. You’ll also be better equipped to understand which programs you should apply for and how you should use what money you earn.

Surfing the Grant Waves: How to Deal with Social and Funding Wind Shifts

In Mordecai Richler’s hilarious novel Barney’s Version, a discussion arises:

“We’ve got a problem this year. There’s been a decline in the number of anti-Semitic outrages.”
“Yeah. Isn’t that a shame,” I said.
“Don’t get me wrong. I’m against anti-Semitism. But every time some asshole daubs a swastika on a synagogue wall or knocks over a stone in one of our cemeteries, our guys get so nervous they phone me with pledges.”

In some ways, the worse things are, the better they are for nonprofits, because funding is likely to follow the broad contours of social issues. For example, before the Columbine shooting, the vast majority of money for at-risk youth and after school programs targeted inner cities. A few years later, money began appearing for suburban and rural schools, the thinking being that now all teenagers were at risk simply by virtue of being teenagers. A case in point is the 21st Century Community Learning Centers program, which emerged around the time of Columbine; we’ve written at least a dozen or so funded grants, mostly in non-inner city areas. In fact, one funded 21st CCLC grant we wrote served Aspen, CO—an area not usually seen as a hotbed of social needs.

It’s not even clear that the conventional wisdom of the rationale behind the programs, which attacked the conventional wisdom of what was supposedly behind the shootings, was correct, as Slate.com argues here. But for grant writing purposes, that’s less important than noticing the direction of the grant winds. If you were a suburban school district trying to fund, say, an art programs, and you read the Federal Register, you might’ve noticed new funding or shifts in emphasis. You could’ve combined your art program with nominal academic support, thus widening your program focus enough to make a plausible applicant for the 21st CCLC program and thus getting the money to carry out your central purpose: art.

This isn’t to say that you should fraudulently misrepresent what you do, because you shouldn’t, or that it’s necessary to change your program’s purpose haphazardly; you want to notice the wind but not necessarily be driven by it. Nonetheless, smart nonprofits find ways of getting the grant funds they need by shackling one idea to another, more fundable idea, particularly if “fundable” means a live RFP is on the street. Sometimes clients have ideas for programs they want to run that can be made vastly more fundable with relatively minor tweaks. We often suggest and execute those tweaks.

It’s not uncommon for nonprofits to shift their focus with time, funding, and opportunities. This will correlate to some extent with the general media landscape. To use another trend, homeless programs were more prevalent in the late 80s and early 90s. Today, an organization that once worked solely on homeless issues might expand its area of expertise to related areas, like affordable housing, prisoner reentry, or foster care emancipation. The latter problem has gained some traction in recent years as various levels of government have come to realize that few 17-year-olds are ready to be self-supporting the moment they turn 18, resulting in in crime, drug use, and prostitution as common outcomes among this population, as depicted in Charles Bock’s novel Beautiful Children.

Finally, organizations that pursue grants in other areas should remember that administrative funds from one area might end up subsidizing another; this commonly happens with service contracts, such as substance abuse treatment and foster care and can also occur with grants. In the near future, Isaac is going to describe how and why to acquire a Federally Approved Cost Allocation Plan and resulting Indirect Cost Rate, which is a great way to secure general purpose administrative funds to support multi-program operations. By pursuing grants related to your nominal field of expertise, you can in effect diversify and avoid major problems if there’s a decline in your version of the number of anti-Semitic outrages. Don’t put all your investments in a single stock, and don’t invest all your grant writing and service energy in a single cause, lest you discover that specialization has led you to an evolutionary dead end.

“AIDS in America today is a black disease,” says Phill Wilson, founder and CEO of the institute and himself HIV-positive for 20 years. “2006 CDC data tell us that about half of the just over 1 million Americans living with HIV or AIDS are black.”

We wrote a two-million dollar funded CDC Capacity Building Assistance to Improve the Delivery and Effectiveness of Human Immunodeficiency Virus (HIV) Prevention Services for Racial/Ethnic Minority Populations grant for the Black Aids Institute in 2004.

* I discussed how to attract and retain grant writers by relying on Joel Spolsky’s Joel on Software for guidance. He also wrote a short book, Smart and Gets Things Done: Joel Spolsky’s Concise Guide to Finding the Best Technical Talent on the subject. To reiterate my earlier point: although Spolsky is writing about programmers, much of what he says is equally applicable to any intellectual worker—including grant writers. * The L.A. Times ran an article attempting something unusual—fresh perspectives on teen pregnancy:

Teenage motherhood may actually make economic sense for poorer young women, some research suggests. For instance, long-term studies by Duke economist V. Joseph Hotz and colleagues, published in 2005, found that by age 35, former teen moms had earned more in income, paid more in taxes, were substantially less likely to live in poverty and collected less in public assistance than similarly poor women who waited until their 20s to have babies. Women who became mothers in their teens — freed from child-raising duties by their late 20s and early 30s to pursue employment while poorer women who waited to become moms were still stuck at home watching their young children — wound up paying more in taxes than they had collected in welfare.

Eight years earlier, the federally commissioned report “Kids Having Kids” also contained a similar finding, though it was buried: “Adolescent childbearers fare slightly better than later-childbearing counterparts in terms of their overall economic welfare.”

To evade the set of angry e-mails and comments likely to follow, I’ll point out that the thrust of the article isn’t that teen pregnancy is a great idea—it’s those involved, rhetorically and otherwise, in the issue might want to consider alternate viewpoints and explanations rather than go back to the usual birth control and sex ed versus abstinence debate.

“Teenage Childbearing and Its Life Cycle Consequences: Exploiting a Natural Experiment” uses a very clever method to get around the correlation-is-not-causation problem in research areas like this, and it’s one of the academic papers underlying the article. You can read it at Duke economist V. Joseph Hotz’s website (warning: .pdf link).

* The Wall Street Journal has done excellent reporting on the housing perhaps-crisis, as Isaac mentioned previously. Now comes “Philadelphia’s Housing Woes May Provide Lesson for Lawmakers:”

One point is being missed in this squabble: No matter what Congress does, some cities will end up owning more crumbling houses as owners fail to pay taxes and do their maintenance. Taxpayers will foot the bill. The bigger question is: How can cities quickly get this property back into productive use?

For perspective on this debate, it helps to stroll through Philadelphia’s Ludlow neighborhood, about a mile north of the city center. In this neighborhood and others like it, the Philadelphia Housing Authority became one of the main property owners in the 1970s and 1980s, acquiring homes through foreclosures after owners failed to pay their mortgages or taxes.

One thing you can be sure the solution will involve: grants.

* Well-run career programs that incorporate college counseling and prep classes help low-income students according to a study cited by the New York Times. This is at least a somewhat better study than most, as the New York Times says:

To compare similar students, all those who volunteered to join a career academy at each school were randomly assigned either to participate in the academy or to serve as part of a control group outside the academy.

Nonetheless, it still suffers from the cherry-picking flaw most grant-funded programs do, and it’s encapsulated in one word: volunteered. Those who are at least smart and willing enough to seek help are be definition more likely to do better than those who don’t. Nonetheless, that the group receiving services did better still than the control group is encouraging.

* Freakonomics discusses advice to young and ludicrously rich philanthropists who don’t know much about the world:

They believed that poverty was largely a result of resource deficiencies and organizational inefficiencies: if the poor had more money and their service providers could simply manage their giving more efficiently, change would happen. None placed much emphasis on feelings of self worth, the long-term nature of behavioral change or, most important, that staying above water is itself an accomplishment for a poor household. Everyone modeled their expectations after their family business or other corporate workplaces where they saw the “bottom line” motivate people to meet certain standards of achievement.

* More on parsing RFPs: The Partnerships for Innovation program wants you to:

1) stimulate the transformation of knowledge created by the research and education enterprise into innovations that create new wealth; build strong local, regional and national economies; and improve the national well-being; 2) broaden the participation of all types of academic institutions and all citizens in activities to meet the diverse workforce needs of the national innovation enterprise; and 3) catalyze or enhance enabling infrastructure that is necessary to foster and sustain innovation in the long-term.

That’s not easily understood and doesn’t answer the essential “what” question that an RFP should: what does the program demand that an Institute for Higher Education (IHE) do? The answer is probably “nothing,” and the National Science Foundation (NSF) probably could’ve just said, “We’re giving walking around money to universities so they can use it to fund research or donut eating. Enjoy!”

* An unintentionally funny RFP called the Sexually Transmitted Infections Cooperative Research Centers says:

The purpose of this Funding Opportunity Announcement (FOA) is to stimulate multidisciplinary, collaborative research that is focused on control and prevention of sexually transmitted infections (STIs) […]

Surely I can’t be the only one to read a certain double meaning into “stimulate” in this context, given its juxtaposition with the program title.

* Slate points to a study that found TV watching among the very young might cause or contribute to autism.

Tilting at Windmills and Fees: Why There is no Free Grant Writing Lunch and You Won’t Find Writers for Nothing

People often find Grant Writing Confidential by searching for terms like “commission only grant writers,”* “free grant writers,” “free grant writing,” or variations on those themes. I see such queries in our blog stats every week, so I’ll address these anonymous multitudes now: in grant writing, you’re likely to get what you pay for. Caveat emptor. Others find us by searching for “free examples of written grants.” Those seeking example grants shouldn’t use them, both because the writing is probably of low quality and, even if it isn’t, if one person can find them, so can everyone else—readers aren’t likely to be amused by three proposals all cribbing from the same source. Buying papers for college assignments exposes the lazy or indifferent student to the same manifold dangers.

The cliché goes, there is no such thing as a free lunch. In grant writing, many snake-oil salespeople of various stripes want to entice you with promises of vast quantities of free money that turn out to be nothing but a mirage. For example, you may have seen infomercials for Matthew Lesko, the doofus dressed in a question mark-covered suit who touts billions of dollars for the average guy. Think about it logically: were there really this vast flow of money out there, wouldn’t everyone be seeking or taking it?** The story doesn’t pass the credulity test.

Free grant writing services don’t exist either. In looking for them, you’re wasting time. As with most services, you have three choices: pay a professional, learn how to do it yourself, or hope your sister marries a grant writer who wants to ingratiate himself with you. The first costs in monetary terms, the second in time terms, as well as being impossible for some people, and the third is just thrown in to illustrate the absurdity of the proposition. Notice that all three options have costs.

Even if someone did write high-quality, free proposals, they’d be so swamped by nonprofits seeking their services that they’d probably have a backlog stretching far into the future—certainly further than any live RFP. As a result, they wouldn’t be of any use to you, meaning that you’ve once again substituted time for money, just in a different sense. All this would be obvious to readers of Greg Mankiw’s excellent and surprisingly readable textbook, Principles of Economics, which deals with many of these issues and provides attractive graphs of supply and demand to boot.

In this case, a competent grant writer offering free services would have far more takers than she has time, creating a shortage situation where the quantity of time available is less than the number of people who want to use that time. The Soviet Union discovered the hard way that goods and services without prices tend to produce sub-optimal outcomes, and I’m sure that most seekers of anything for nothing, including grant writing services, will find the same.

The search for “free grant writing training,” and variations on that theme is both more and less pernicious. Free grant writing training is about as likely to materialize as free grant writing, but since grant writing training is probably useless to begin with, as Isaac discussed in “Credentials for Grant Writers—If I Only Had A Brain,” you won’t actually be losing much outside of your time, and you won’t be paying for bogus training. On the other hand, you’ll still be wasting your time, as you’d be better off paying for a journalism or English course at your local community college than you would with grant writing training, no matter the cost. Free grant writing training would lead to the same quality problems as free grant writers.

That’s the theory, anyhow, and the manifestation of that theory appears when people search for free grant writers. They’re never going to find those grant writers, and even if such grant writers are found, they won’t be very good, and even if they were, they wouldn’t be accessible. It would probably be more effective to focus on alchemy and through that invent a way to transmute base metals into gold and then sell that gold to fund the nonprofit.

Given that the history of humanity is one of credulous people being hoodwinked or duped by their own false hopes with the assistance of charlatans, I’m not expecting this post to stop many from searching for the philosopher’s stone, a cousin of alchemy. This post does at the very least explain why the quixotic search for free grant writing help will prove futile.


* Fewer discover us using the terms more common to grant writers, like “contingent fee,” demonstrating perhaps the knowledge of those involved; last time I searched for “contingent fee grant writers,” every hit in the top 10 on Google explained why this is a bad idea or why the grant writers in question wouldn’t or shouldn’t do it, including us. Other nomenclature problems exist in queries: the person who sought “free grant writing attorneys” doesn’t get legal jargon right, as attorneys who donate their time do so pro bono, or “for the public good.” Even then, there’s no guarantee that attorneys are going to be any better at grant writing than anyone else, and they might very well be worse. At the very least they’re likely to be more expensive, as law school doesn’t pay for itself.

** An old joke: An economist is walking down the street and passes $20. A pedestrian stops him and says, “Hey, why didn’t you pick up that cash?” The economist says, “In an efficient market economy, if it were worth doing, someone would’ve already done it.”

Every Proposal Needs Six Elements: Who, What, Where, When, Why, and How. The Rest is Mere Commentary.

In writing a grant that describes a program, you, the writer, are actually telling a story you want readers to believe. To do so, you need to make it as complete as possible. Journalists know that an effective lead paragraph in a news story tells the reader who, what, where, when, why, and how (together, the six are usually referred to as 5Ws and H) as quickly and concisely as possible. Well-written, interesting grant proposals should do the same for their readers, although not in the first paragraph. Before you start writing, you should be able to write a simple, declarative sentence answering each question.

Isaac pointed out in “Credentials for Grant Writers—If I Only Had A Brain” that “A good way to start [learning how to write grants] is to take English composition or Journalism classes at a local college to sharpen your writing skills.” Journalism has a lot of overlap with grant writing—except that good journalism strives to be factually balanced and accurate, while grant writing strives to depict absolute need through the creative, but never outright dishonest, use of selected facts. At least, that’s what grant writers should do if they want their organizations to be funded.

The next section discusses each element in more detail:

Who: Two separate aspects of the “who” need to be covered: your organization/partners and the population to be served. Most grant applications will have a section on the applicant’s background. Give a brief history of your organization, its management structure, some of the other programs it runs, and its purpose. Do a briefer history for key partners, if space permits.

The other aspect is the group to be served. What demographic, cultural, educational, and other challenges set your target population apart from society at large? Why have you selected this population? What expertise makes you likely to serve them well?

What: You should be able to describe succinctly what you are going to do. For example, if you want to run an ever-popular afterschool program, describe the components of your program; you might say, “Project LEAD will offer academic enrichment and life skills training. The academic enrichment will include three hours per week of tutoring and three hours per week of educational games. Life skills training will include…” Almost all human service delivery projects have five fundamental components: outreach, intake/assessment, services, follow-up, and evaluation. Note that Isaac represented all these steps in his theoretical Project NUTRIA.

Where: Unless you plan to serve the galaxy, define your target area. “Inner-city Baltimore” might be one designation and “Zip codes 98122 and 98112” another. This is often included in the “Who” section and almost always in the needs assessment section. You should also describe where project services will be delivered. To continue the example above, if Project LEAD activities take place in school buildings, say so, and why the building was selected, and if they take place in a community center, describe the community center, including its facilities and equipment, and why it was selected.

When: Like “who,” “when” also has two components: the project timing/length and the hours/times for service delivery/activities. Most projects proposed for grant funding will have a project period—say, three years. You should construct a timeline, whether included as an actual table or not, demonstrating when activities will start. Don’t forget the steps necessary before service delivery starts, such as hiring and assigning staff, formalizing the partnership structure, etc. The timeline should also contain significant milestones, like stabilized case load, completion of the “Action Plan,” etc.

In addition, you must describe when project services will actually be delivered; for example, Project LEAD might operate from 3 – 7 p.m. during the academic year and from 8 a.m. – 3 p.m. during the summer.

Why: Your project should have some rationale behind it. The Request For Proposals (RFP) often gives a rationale that you must follow, but you should be able to explain factors like:

* Why you are targeting who you are targeting?
* Why you have decided on what you will do?
* Why you will provide services in a particular place?
* Why you have decided on particular times?

Take each “W” and then ask yourself why you described them in the way you did. The “why” should be emphasized in the needs assessment section and also threaded through other sections.

How: You should decide how your project will be implemented. This incorporates all the previous elements and explains, for example:

* How you will engage the target population.
* How will individuals be assessed and admitted?
* How you will provide services.
* How you will retain participants.
* How you will evaluate the project’s effectiveness.

It should explain all aspects of the mechanics of how a project will be carried out, and it should also demonstrate that the applicant has thoroughly considered the details of the project implementation strategy. This section will usually be called something like the “Project Description.”

Your total abstract should not be longer than 35 lines. It should include the project name, population to be served (demographics and clinical characteristics), whether the application is proposing service expansion, service enhancement, or both, strategies/interventions, project goals and measurable objectives, including the number of people to be served annually and throughout the lifetime of the project, etc. In the first five lines or less of your abstract, write a summary of your project that can be used, if your project is funded, in publications, reporting to Congress, or press releases.

The project name is part of the what. The population is the “who” with demographics as part of the “why,” and the proposal for expansion, enhancement, or both is also part of the “what,” while “strategies/interventions” is part of the “how.” Goals and measurable objectives are partially “what” (i.e. what will your outcomes be) and partially “why” (i.e. these explain why things will improve). As you might notice, SAMHSA forget “where,” although one could shoehorn that into the “population to be served” section, as well as “when.” As a grant writer, your job is to be smarter than the RFP writers** by realizing what they missed and filling the requests they tried to convey between the lines.

The deeper and more complete you can make the story you tell, the better off you’ll be. This is part of the reason internal inconsistencies can be so damning: if you say you’ll serve 20 individuals per month in one place, 20 families per month in another, and 40 individuals per quarter in another, you’re waking the reader from their fictional dream and casting doubt on whether you really understand what you’re doing. Even if an internal inconsistency is minor, finding one will make the reader doubt everything else you propose.

Keeping in mind the 5Ws and H will help you maintain consistency, because if you decide at the front end what those will be, you should find it easier to build supportive evidence around it at the back end. Even dim-witted RFP writers have figured this out, which is why many RFPs ask for a project abstract or summary: to get you to conceive of what the project will entail before you get mired in details.

In virtually any narrative section of a proposal, you should be able to say which of the 5Ws or H you’re addressing. If you keep them in mind as you write, you’ll be writing a better, more consistent proposal.


* A well-written abstract/executive summary will actually contain an abbreviated version of the 5Ws and H.

** This isn’t hard in general, particularly if the RFP writer is in the Department of Education; nonetheless, you need to manifest that intelligence by knowing when the RFP writer has screwed up, which occurs frequently.
